Scaffolding GlovesWhat exactly are the basic requirements of OSHA for employers?

What are the penalties for non-compliance? Do you think OSHA is necessary and why?

Basically, what does OSHA is to ensure safety. It is a body entirely necessary (although some would disagree) because in general, employers are generally more concerned with money than to keep their workers safe.
What they do is visit the sites and make sure that all safety procedures are followed. They are worried about everything from handrails and guardrails to whether water is available on the job. Especially in construction, it costs money to ensure that the site is completely safe, though many contractors cut corners to save money. Ultimately, they pay more in fines and claims that could have cost them to protect the site.
To say that the basic requirements are is like asking how many flavors of candy there. It depends on the work that they need. If tillage, there must be some level of scaffolding in place, if the demolition, there must have respirators, gloves, boots, and helmets.
In my business, which is temporary, we are required to ensure that every worker has sent gloves, goggles, helmets, steel-toed boots that cover the ankle, long pants, a solid material (jeans), and a shirt with at least 4 "sleeve. Depending on the type of jobs which can be brought to safety harnesses with lanyards, back supports, respirators, ear plugs , gloves, chemical resistant goggles / boots, long sleeve shirts, etc.
If it were not for OSHA, there would be many more injuries and fatalities on construction sites around the U.S. While many employers do not support requirements, and I agree that some of them an somewhat exaggerated and unnecessary, they are very important to safeguard against external impartial workers being hurt and killed just because their employer does not care enough to do their job safely.
Penalties can range anywhere from small to heavy fines, to a complete halt of construction, to imprisonment in serious cases or repeated.

Edit: Going to the employers, I failed to mention a very significant fact: employers are not the only reason that OSHA is required. The employees are very important in their own demise. Horseplay and failure to wear safety equipment (especially because some of them is annoying) represents a large number of injuries (and deaths) each year. This is a direct result of the employee to follow the necessary safety procedures. Employers can not keep an eye on every employee all the time on a major project, because they are busy taking care to keep the site running. OSHA may find areas where employees are violating the safety and advise the employer to employees in compliance. Usually, the employee is late because they are all aware of the guidelines. Many employees turn against the workers' compensation insurance each year for having refused because, after investigation it is found that they had followed safety instructions regarding the attitude, behavior, and equipment, they would never have been injured or killed in the first place.

OSHA is very necessary for the safety of employees. In fact, they are one reason that unions can go. The basic requirements.
