The light turns off automatically, but it is still running under the bulb which prevents the filament very faintly, almost imperceptibly. On the ground is good. The polarity is correct. Read voltage 125-126 V (Cheap Radio Shack tester strain).
Could I have done with two faulty motion sensor lights?
They are outside Hampton Bay Motion Sensor Lantern Home Depot (SKU # 248593).

wow 6 years an electrician and I have no idea Mess with the settings and see what happens, it is possible that the motion sensor is bad.
how to test this is to take it down and check if you have continuity between the two sides of the switch when the motion occurs
To do this, I wire motion sensor (assuming its voltage) and take a piece or two of duct tape over his eyes and then test line and load sides of the switch (the eye is actually a switch).
If the show that there is continuity between the two when you blind, then the unit is bad
