Exterior Motion Sensorlight motion sensor is not completely cut the power?

wow 6 years an electrician and I have no idea Mess with the settings and see what happens, it is possible that the motion sensor is bad.

how to test this is to take it down and check if you have continuity between the two sides of the switch when the motion occurs

To do this, I wire motion sensor (assuming its voltage) and take a piece or two of duct tape over his eyes and then test line and load sides of the switch (the eye is actually a switch).

If the show that there is continuity between the two when you blind, then the unit is bad
