Condom Veil

How can I make the base of the sail with all this stuff? The idea was to sail on the tissue paper / bows / ribbons and its packages in the briday shower ...... and then when its complete set suckers and condoms there and for us to say "Suck and F * ck for a dollar"

Does anyone know how to do this veil or if you know a good website that shows how to create your own veil crazy for a bachelorette party??

I would like to buy a banner for use as a basis. Cover them with a bit of wrapping paper. Then use a hot glue gun to glue the other things like bows, etc. to it.

Maybe I'm a killjoy, but I do not wear it defiantly something that says "f * ck and suck for a dollar" for some reason.
